NS03 Contract & Modifications
Description of Contract:
Falconwood, Inc. was awarded a Five (5) year contract in support
of the Program Manager (PM) for Naval Enterprise Networks (NEN)
Program Office (PMW-205). PMW-205 is tasked with acquiring Programmatic,
Technical, and Engineering services in support of the Navy Marine
Corps Intranet (NMCI) Continuity of Services Contract (CoSC) and
the transition to the Next Generation Enterprise Network (NGEN).
Falconwood will support PMW-205 in providing all the Information
Technology (IT) services provided by the NMCI CoSC contract and
the transition of the services provided under NMCI CoSC to the services
that will be delivered under NGEN at Initial Transition Capability
(ITC), and in planning for long term support and new requirements
planning in support of Full Transition Capability (FTC) and beyond.

About SeaPort-e
SeaPort-e is a indefinite-delivery, indefinite-quantity multiple
award contract for support services for all phases of weapon systems
acquisition and life-cycle support including Research & Development
Support, Prototyping, Acquisition Logistics, Modeling, Test & Evaluation
Trials, and Engineering Support for the Naval Sea Systems Command,
Naval Air Systems Command, Space and Naval Warfare Systems Command,
Naval Supply Systems Command, Military Sealift Command, Naval Facilities
Engineering Command, Strategic Systems Programs, and the United
States Marine Corps. All NAVSEA enterprise contracting officers
are ordering officers.

Falconwood, Inc. 
Falconwood, Inc. provides Program Management and
Acquisition support to the PM NMCI program Office, Service Delivery
(SD) and Life Cycle Support Management (LCSM) Integrated Product
Teams to ensure smooth transition of computers and servers to the
Navy Marine Corps Intranet. Additionally, Falconwood, Inc. provides
enterprise strategic planning and requirements analysis for Legacy
Applications, and support migration of the enterprise legacy applications/networks
to the Navy/Marine Corps CONUS environment both on the existing
operating system and in support of Tech Insertion/Tech Refresh and
a verity of special programs. Falconwood provides SME support to
these IPT leads to include brief development, metric capturing and
monitoring, risk assessment, and NGEN requirement development. Falconwood
staff performs comprehensive evaluations of technical and functional
requirements to ensure compliance with Department of Defense (DoD)
and Navy network requirements. Falconwood provides technology project
plans and implementation strategies for Information Technology initiatives
as directed by the Department of Navy Enterprise. Falconwood has
over 9 years experience with NMCI conducting requirements development,
analyzing requirements, evaluating network architecture and developing
Plan of Action and Milestones (POA&M) to ensure the POR met
the baseline network requirements.
Booz Allen Hamilton
Booz Allen Hamilton provides support to the Marine
Corps’ application and system portfolio. They managed a portfolio
of over 1700 applications/system that encompass 19 functional areas.
Their responsibilities include capturing all application/system
data within the Department of Navy’s Application and Database
Management System and performing analysis to rationalize systems
and to track performance of the portfolio. The effort included full
life-cycle investment management of over 600 Enterprise Services
(common) IT applications and systems as well as providing guidance
and oversight for the remaining 19 other functional areas. Activities
supporting the effort included, but were not limited to, providing
detailed analysis, control, and evaluation of applications and systems;
identification of IT capability gaps; validation of new and existing
requirements; development and coordination of the IT applications
and systems strategy; development of performance metrics for compliance
with laws, policy, and regulations; and recommended actions or development
of policy to direct and guide management of IT investments throughout
the USMC enterprise. Booz Allen Hamilton provided strategic, technical,
and administrative support to Headquarters Marine Corps, Director
C4 (USMC CIO) during the initial inception of DKO in 2006.
Science Applications International
Corporation (SAIC) 
The SAIC Team supported the PM NMCI in the rollout
of NMCI at Navy and Marine Corps sites, and provided support to
the Service Delivery IPT, Lifecycle Supportability and Management
IPT, Test and Evaluation VP, PCO and PAO and Service Delivery IA
team to provide a continuous, objective and thorough assessment
of NMCI transition performance to improve the DoN enterprise schedule
adherence, risk forecasting and mitigation through uniform application
of the Execution Discipline (ED) policy in support of NMCI seat
deployment completion within project and program timelines. Additionally
the SAIC Team assisted the GNOC Det. OIC, Executive Officer, and
Operations Manager with network security engineering in providing
global oversight and coordination in the installation, configuration,
and maintenance of information security-related network serv¬ices
(firewalls, virus protection, intrusion de¬tection, incident
reporting, vulnerability assessment, contingency plans, disaster
recovery, and countermeasures).

MBK Consultants, Inc. supported multiple disciplines
and IT Systems engineering elements including Network and SLA Performance
Monitoring and Management including comprehensive Capacity planning;
Requirements, design and implementation of Enterprise IT Support
Management Systems (EITSMS); Desktop Operating System Design and
Engineering; Evolution and implementation of next generation Navy
Messaging, Enterprise Management Systems; Application and network
performance characterization; Wide Area Network provisioning, planning
and assessment; External Networks Integration, Testing and Transition;
Requirements definition and Engineering of Boundary 3 Community
of Interest; Management and oversight of the NMCI ECCB; Information
Assurance Performance Baseline (IAPB) requirements generation and
monitoring.
