Description of Contract:
Falconwood is the prime contractor to provide the Naval Sea Systems
Command DICO –IA with information assurance and certification
and accreditation services. The general scope of work involves Falconwood
working closely with the DCIO-IA and staff to develop formal policies
and procedures to facilitate the protection of U.S. Government sensitive
and classified information and the security of the NAVSEA Enterprise
and its various information systems and networks. Specifically,
Falconwood reviews existing NAVSEA, DoD and DON policies, procedures
and guidelines and drafts appropriate policy documents for implementation
across the NAVSEA enterprise as directed by the DCIO-IA assisting
appropriate government personnel in determining information assurance
(IA) requirements, aiding in the development of policies and procedures
for implementation, and providing support in implementing these
mechanisms and processes to ensure that the policies can be enforced.
This includes Information Assurance Vulnerability Alert (IAVA) tracking,
IA awareness training, System Administrator certification, and all
other activities that contribute to the successful implementation
of the full range of IA policies, procedures, and guidelines. Falconwood
also supports NAVSEA HQ and its field activities in preparing Certification
& Accreditation (C&A) documentation for submission to the
Designated Approving Authority (DAA). Such documentation may include
System Security Authorization Agreements (SSAAs), DIACAP Implementation
Plans, Certification Test & Evaluation (CT&E) Test Plans,
CT&E Test Reports, POA&Ms, and other documentation as required
by the DAA. Falconwood utilizing DoD standard software tools to
conduct vulnerability scans of all equipment on the legacy NAVSEA
network for vulnerabilities to ensure sound security configurations
assisting legacy systems administrators in implementing corrective
actions required as a result of vulnerabilities uncovered during
system scans.
Falconwood provides a variety of services related to the NAVSEA
enterprise wide management of its RDT&E efforts. These include
but are not limited to: Conducting in-depth technical reviews of
Certification & Accreditation (C&A) request documentation
for NAVSEA field activities seeking accreditation by the NAVSEA
RDT&E Designated Approving Authority (RDAA) and develop recommendations
accordingly. Also provided are support service to assist the NAVSEA
RDT&E Purification and Governance thorough understanding of
networking technologies and Information Assurance principals assisting
the DCIO and Information Assurance Team in their efforts to develop,
document and enforce the NAVSEA RDT&E governance process.

NS02 Task Order
Description of Contract:
Falconwood, Inc is the prime contractor to provide Engineering and
Technical support services to the Program Manager (PM) for the Navy
Marine Corps Intranet (NMCI) and Next Generation Enterprise Network
(NGEN). The NMCI is a comprehensive, enterprise-wide initiative
that provides a full range of network-based information services
available to Sailors and Marines for day-to-day activities and in
time of war. NMCI provides the Navy and Marine Corps secure universal
access to integrated voice, video and data communications. It affords
pier-side connectivity to Navy vessels in port, and links more than
360,000 desktops worldwide. The PM NGEN is responsible for the acquisition
related processes and relevant documentation to enable the PM NGEN
office to acquire the NMCI. The NGEN will provide continuation of
NMCI services and migration to NGEN services consistent with the
approved requirements that are consistent with the Initial Operating
Capabilities (IOC) at NMCI completion.

NS01 Task Order
Description of Contract:
Falconwood, Inc is the prime contractor to provide Program Manager
(PM) for the NMCI with programmatic, technical, and engineering
support services supporting the PP&D and LCSM IPT’s mission
requirements and underlying legacy application and legacy network
shutdown support processes. The PM NMCI is responsible for transitioning
seats into the NMCI enclave and supporting the various projects
that support seat transition. PM NMCI is also responsible for the
certification, testing, and distribution of legacy client applications
transitioning to NMCI, developing legacy network shutdown plans
of action and milestones (POA&Ms), providing technical and implementation
support to Navy and Marine Corps customers in the area of NMCI solution
determination, and certification and accreditation support for legacy
system transition to NMCI and life-cycle sustainment functions for
the program.

award contract for support services for all phases of weapon systems
acquisition and life-cycle support including Research & Development
Support, Prototyping, Acquisition Logistics, Modeling, Test & Evaluation
Trials, and Engineering Support for the Naval Sea Systems Command,
Naval Air Systems Command, Space and Naval Warfare Systems Command,
Naval Supply Systems Command, Military Sealift Command, Naval Facilities
Engineering Command, Strategic Systems Programs, and the United
States Marine Corps.. All NAVSEA enterprise contracting officers

Falconwood, Inc. 
Falconwood, Inc. provides Program Management and
Acquisition support to the PM MNCI program Office, Service Delivery
(SD) and Life Cycle Support Management (LCSM) Integrated Product
Teams to ensure smooth transition of computers and servers to the
Navy Marine Corps Intranet. Additionally, Falconwood, Inc. provides
enterprise strategic planning and requirements analysis for Legacy
Applications, and support migration of the enterprise legacy applications/networks
to the Navy/Marine Corps CONUS environment both on the existing
operating system and in support of Tech Insertion/Tech Refresh and
a verity of special programs. Falconwood provides SME support to
these IPT leads to include brief development, metric capturing and
monitoring, risk assessment, and NGEN requirement development. Falconwood
staff performs comprehensive evaluations of technical and functional
requirements to ensure compliance with Department of Defense (DoD)
and Navy network requirements. Falconwood provides technology project
plans and implementation strategies for Information Technology initiatives
as directed by the Department of Navy Enterprise. Falconwood has
over 9 years experience with NMCI conducting requirements development,
analyzing requirements, evaluating network architecture and developing
Plan of Action and Milestones (POA&M) to ensure the POR met
the baseline network requirements.
Booz Allen Hamilton
Booz Allen Hamilton provides support to the Marine
Corps’ application and system portfolio. They managed a portfolio
of over 1700 applications/system that encompass 19 functional areas.
Their responsibilities include capturing all application/system
data within the Department of Navy’s Application and Database
Management System and performing analysis to rationalize systems
and to track performance of the portfolio. The effort included full
life-cycle investment management of over 600 Enterprise Services
(common) IT applications and systems as well as providing guidance
and oversight for the remaining 19 other functional areas. Activities
supporting the effort included, but were not limited to, providing
detailed analysis, control, and evaluation of applications and systems;
identification of IT capability gaps; validation of new and existing
requirements; development and coordination of the IT applications
and systems strategy; development of performance metrics for compliance
with laws, policy, and regulations; and recommended actions or development
of policy to direct and guide management of IT investments throughout
the USMC enterprise. Booz Allen Hamilton provided strategic, technical,
and administrative support to Headquarters Marine Corps, Director
C4 (USMC CIO) during the initial inception of DKO in 2006.
Science Applications International
Corporation (SAIC) 
The SAIC Team supported the PM NMCI in the rollout
of NMCI at Navy and Marine Corps sites, and provided support to
the Service Delivery IPT, Lifecycle Supportability and Management
IPT, Test and Evaluation VP, PCO and PAO and Service Delivery IA
team to provide a continuous, objective and thorough assessment
of NMCI transition performance to improve the DoN enterprise schedule
adherence, risk forecasting and mitigation through uniform application
of the Execution Discipline (ED) policy in support of NMCI seat
deployment completion within project and program timelines. Additionally
the SAIC Team assisted the GNOC Det. OIC, Executive Officer, and
Operations Manager with network security engineering in providing
global oversight and coordination in the installation, configuration,
and maintenance of information security-related network serv¬ices
(firewalls, virus protection, intrusion de¬tection, incident
reporting, vulnerability assessment, contingency plans, disaster
recovery, and countermeasures).
Wyle Laboratories, Inc.
Wyle, Inc. supports the Information Assurance Task
Force by performing planning, coordination and execution for tasks,
feasibility studies, tests, analytical engineering, software engineering,
engineering assessments, development, training, and exercise support.
They provide part time personnel to respond quickly, support surges,
and provide flexibility to meet dynamic requirements. Wyle, Inc.
provided a Combatant Commander (COCOM) Liaison representative to
the United States European Command (EUCOM) in Stuttgart, GE. Finally,
Wyle, Inc. provided conference support as required. The Army Test
and Evaluation Command (ATEC) is responsible for the test and evaluation
(T&E) of all systems for the Army. Wyle supported ATEC for the
operational assessment of interoperability and information assurance
on new and fielded systems. Wyle, Inc. provides invaluable insight
as to what works and what doesn’t with regard to enterprise
and networked systems in the Global Information Grid (GIG).
X-Feds 
X-Feds coordinated Navy Research Lab (NRL) Gargoyle
analysis of Valiant Shield data previously collected with SSC SD
2822. They initiated preparations and plans for continued next Valiant
Shield exercises by developing approaches to improve capabilities.
X-Feds participated in PMW-160/PMW-790 TW09 planning meeting for
USS BLUE RIDGE Piers connectivity demonstration and TW09 Real Time
Services Tactical Extensions (RTS-TE). They analyzed ADNS Capability
Production Document (CPD) IT standards and provided comments to
DISR-online for standards currency and status. X-Feds performed
services related directly to Navy-Marine Corps Intranet (NMCI) and
Next Generation Enterprise Network (NGEN), as well as other interrelated
Naval network initiatives including Programs.

MBK Consultants, Inc. supported multiple disciplines
and IT Systems engineering elements including Network and SLA Performance
Monitoring and Management including comprehensive Capacity planning;
Requirements, design and implementation of Enterprise IT Support
Management Systems (EITSMS); Desktop Operating System Design and
Engineering; Evolution and implementation of next generation Navy
Messaging, Enterprise Management Systems; Application and network
performance characterization; Wide Area Network provisioning, planning
and assessment; External Networks Integration, Testing and Transition;
Requirements definition and Engineering of Boundary 3 Community
of Interest; Management and oversight of the NMCI ECCB; Information
Assurance Performance Baseline (IAPB) requirements generation and
monitoring.
